JOB SUMMARY:

Manages the Certified Home Health Department programs in a manner in which assures the delivery of quality services to patients in their homes and is consistent with the mission of the Sisters of Bon Secours.  Develops policies and procedures for program management which comply with JCAHO, Medicare, Medicaid and state regulatory standards in cooperation with Vice President and the Medical staffs.

JOB FUNCTIONS:

Participates in development of strategic goal setting; supports overall home care strategic initiatives related to systemness and packaging of services; assists staff to understand and commit to organizational policies and upper management decisions.  Articulates the home health program, philosophy, standards and objectives in accordance with the overall hospital program; assesses, evaluates and develops services to fulfill the needs of the community as requested by organizational customers or individuals.  Works in conjunction with the Vice President to prepare agency organization chart; sets up lines of authority, functional responsibility and communication of assigned personnel.

Functions as a role model for home health staff, demonstrates competency in clinical judgement, selected technical skills and appropriate knowledge base; oversees the coordination of a progressive program of education and training for agency staff, patient teaching and family orientation; represents agency and health system through participation in community activities, professional workshops, conferences, legislative committees pertaining to home care issues.


Develops/maintains/facilitates effective communication mechanisms with agency personnel, physicians, patient/families, and between the agency area and Hospital Administration; coordinates systems planning in line with overall strategy for consolidation of agencies into single home care system.

Demonstrates effective agency/staff problem identification/solving skills; provides and coordinates the overall development and administration of agency services with the maximum use of staff, medical director and board participation; consults with the agency staff on home health problems, critical patients, staffing; monitors physical therapy, occupational therapy, and social service needs; demonstrates clinical expertise in the execution of the nursing process and directs staff in its application; delegates responsibilities to appropriate supervisory personnel to ensure adequate professional and administrative direction and supervision of agency services.

Participates in the review of personnel salary recommendations; develops effective communication/interviewing techniques for employee selection and recruitment  that result in maintaining staff and minimizing turnover; terminates employees in consultation with Vice President of Integrated Care and human resource representatives.

Develops and submits budget recommendations for agency; monitors, verifies and reconciles expenditures of budgetary funds; develops/maintains agency standards in area directed at defining agency function, staff performance and patient care activities; proactively ensures staffing, materials, technology readily available for patient care delivery/agency operations, service/program development.

Directors and coordinates the overall development and administration of agency services with the maximum use of staff based on JCAHO and pertinent regulatory standards; maintains knowledge level of industry and responds to changes in regulatory requirements; oversees the development of clinical policies and procedures related to all product lines and ensures understanding by supervisory personnel for distribution to staff.

Demonstrates awareness of and adherence to safety and legal requirements established at the agency/hospital level; participates in risk management investigations; monitors and evaluates the implementation and operation of a viable quality improvement program for home care product lines, handles all patient/family/physician complaints; oversee CQI Program – reviews/approves all QA reports/studies.

Works closely with Vice President/Director Finance and Director of Systems and Reimbursement to establish and manage appropriate accounts, accounts receivable, billing and recording systems; assumes responsibility for fiscal management, including payroll, preparation of annual budget, periodic financial reports; analyzes revenues and expenses; FTE  (man-hours); productivity, agency processes.

Works closely with Vice President/Director Finance to establish contracts and proposals for various product lines; sets charge structure with input from fiscal services utilizing agency costs as a guideline.

JOB REQUIREMENTS:

  • Work requires that the incumbent be a graduate of an accredited school of nursing and possesses a current license to practice as a Registered Nurse in the Commonwealth of Virginia. 
  • Completion of a Bachelor’s Degree in Nursing, Public Administration of Healthcare Administration is preferred.
  • Work requires a minimum of five (5) years of healthcare related experience. 
  • Three (3) years of supervisory experience is required.
  • Work requires that the incumbent maintain current CPR certification.
  • Work requires working knowledge of Medicare/Medicaid and JCAHO guidelines.
