Community Schools Program Manager

Primary Function/General Purpose of Position

The Community Schools Program Manager leads the Future Baltimore Education Program, which seeks to create academically high-achieving and emotionally supportive school environments at the three schools located within the Bon Secours Baltimore footprint—Franklin Square Elementary/Middle School, MaryAnn Winterling Elementary School and Frederick Elementary School.  The position will oversee the implementation of student and family support initiatives through internal and external partnership across all five area schools (Franklin Square Elementary/Middle School, MaryAnn Winterling Elementary School and Frederick Elementary School, Steuart Hill Elementary School and Vivian T Thomas Medical Arts Academy) in order to advance individual school quality and achieve collective community health impact. The incumbent will manage the scaling of a place-based community school strategy that successfully operationalizes strategic planning, resource allocation, and partnerships.

Minimum Qualifications:

  • A bachelor’s degree in Psychology, Social Work, Business, Human Services, Human Resources, Education or equivalent from an accredited college or university or equivalent experience is required. 
  • Exemplary organizational, record keeping, and time management skills.
  • Proficiency in Microsoft Office Suite.
  • Effective verbal, oral presentation, written communication, listening and interpersonal skills.
  • Detail oriented with excellent critical thinking and ability to multi-task
  • Strong interpersonal skills necessary to develop and maintain relationships with diverse stakeholders
  • Demonstrated project management experience

Preferred Qualifications:

  • Background in public education, administrations, and/or teaching
  • Record of building partnerships between public agencies, private organizations, community residents, and funders in the non-profit and government fields.
  • Knowledge of budget processes
  • Experience managing staff
  • Project management experience
  • Record of building and maintaining partnerships
  • Experience using a racial equity framework to empower disinvested communities of color.
  • Ability to work and building relationships with diverse stakeholders
  • Experience tracking and reporting data
  • Fundraising and grant writing experience

Essential Job Functions

  • Oversee all community school coordinator positions in order to ensure successful partnerships and collaborations with school principals, community partners, community members, students, families, and all other relevant stakeholders.

  • Conduct and plan for bi-monthly principals’ meetings with the goal of actively engaging the six principals in collective problem solving, best practice sharing, and other mutual support activities.

  • Conduct monthly meetings with each school to monitor progress and identify areas of improvement.

  • Develop a structure and process for a steering committee that will advance the goals of the Future Baltimore Education Program and ultimately serve to strengthen student and community outcomes.

  • Oversee the community school needs assessment process at each school.

  • Create an annual community school action plan for each school using each individual school’s needs assessment.

  • Responsible for the evaluation of services being provided at all schools in partnership with both internal and external evaluation teams.

  • Work with Enterprise Community Partners, Kaiser Permanente, and Bon Secours Community Works to create a collective partner impact strategy.

  • Plan and schedule bi-monthly meetings between Enterprise Community Partners, Kaiser Permanente, and Bon Secours Community Works to ensure collaborative decision making.

  • Develop and implement strategies for larger community impact across the five schools and the 21223 zip-code.

  • Serve as the Program Lead for the education component of the Future Baltimore Partnership.

  • Maintain knowledge of evidence-based community school models and implement best practices when applicable to individual school environments.

  • Collaborate actively with the other eight flagship programs that comprise the Future Baltimore Partnership.

  • Work with the staff at the Community Resource Center to implement after school programs.

  • Identify essential resource gaps and implement a fundraising strategy to fill those gaps.

  • Develop and deliver formal presentations on the education component of Future Baltimore.

  • Maintain proper documentation of all efforts to allow for effective expansion and replication.

  • Participate in professional development and capacity-building activities, including but not limited to trainings, meetings, workshops, and conferences.

  • Other duties as assigned.
